This is the first in a series of actions in advance of the April 2016 United Nations General Assembly Special Session on drugs, designed to call attention for public health oriented approaches to drug use.

More than 27,000 Russians died of AIDS-related illness in 2015, a 13% increase from 2014. Over 95,000 Russians became HIV+ in 2015, mostly due to the lack of needle exchange programs, harm reduction services, and opiate alternatives like methadone and buprenorphine.
